System Event Notification Service Not Starting On Windows

Ok I was woke up this morning by my better half saying that the computer was taking ages to log in and when it did it was popping up error messages. The main error message/problem was:

Failed to connect to a windows service

Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn’t respond.”

So I booted up the laptop and began Googling for fixes. Searching for “failed to connect to a windows service” returns a ridiculous amount of results. I found multiple fixes (changing Remote Registry setting, manually setting network IP addres etc), none of which sorted my problem out 😥

Anyway I finally found a solution that worked (for me anyway).

Firstly we need to run the Command prompt with administrator privledges if on Vista/Windows 7 or be logged in as an Administrator on XP.

  1. Click Start then click on All Programs
  2. Now click on Accessories
  3. Right click on Command Prompt and select ‘Run as administrator‘.

or

  1. Click Start then click Computer (or open it from your desktop if thats where it is).
  2. Go to your C drive (or whatever drive you have Windows installed on)
  3. Open up the Windows folder
  4. Find and open the System32 folder.
  5. Find the file cmd (might be shows as cmd.exe).
  6. Right click on it and select ‘Run as administrator‘.

Once the command prompt window opens type ‘NETSH WINSOCK RESET CATALOG‘ and press the Enter/Return key.

It then says you have to reboot and after that my computer was working fine 😀 no more “failed to connect to a windows service

Now I’m not saying this will work for you but it definitely fixed my problem.

  5. Thank you so much! I spent countless hours trying to fix that, using many tips from web, some of my own voodoo magic. With no results of course…
    In fact there was one method that used to help, restoring some older system restore point. But guess what, this time I had no such points at all 🙂

    One thing that you didnt write is that in fact its not just this service that failed to start (though its the one obviously visible once you finally go past ‘Welcome’ screen) Its many windows services that aren’t working (antivirus among them) I tried to disable or kick start them manually but nothing worked. What I was able to determine was that its one of windows core services, not anything I installed.
    Things that may or may not help:
    -I’ve seen this error on laptops that run out of battery
    -This time though it seemed to be Spyware Terminator that blocked some network process (probably wireless drivers autoupdate)

    I’m so happy I found this 😀 Now i’m off to make many backups 🙂

    This was the second time I had the problem with the home laptops. Last time I eventually had to re-install Windows Vista on one of them to make this go away.

  18. Works for Windows 7 too, but I had to do it twice. First time I was not in Safe Mode, second time, restarted in Safe Mode with Command Prompt and after restart everything is back to normal. Thanks!

    “Initialization Function InitHelperDll in NSHHTTP.DLL failed to srart with error code 10107
    The system cannot find the file specified.”

    I’m using Windows 7 Starter, maybe it doesn’t work there?

    • And did you run the command prompt as administrator?

      • I am running the CP as admin.
        I’m not sure whether this is a Windows related problem or not. The Netbook’s screen shows only vertical lines all the time, so I connected to an external monitor. That’s why I’m leaving Reset to factory or formatting as last resort.

        After uninstalling Audio,Network devices and Antivirus software, I tried the command again:
        “Initialization Function InitHelperDll in NSHHTTP.DLL failed to start with error 11003

        Successfully reset the Winsock Catalog.
        You must restart the computer in order to complete the reset.”
        A different error code and both success and fail messages as output. But the problem persists after restart.

        I tried going into Safe mode to try the command there, but it won’t start. Sends me to repair Windows screens.
        I also read that NETSH WINSOCK RESET works but only temporarily.

    • I ran into the same problem after removing the Bonjour service LSP, which is installed with Itunes/Photoshop and a few other programs.

      Basically what is happening is the TCP/Winsock registry settings have become corrupted. With Windows XP, there was a popular tool that simply deletes the registry keys and recreates them (winsockfix.exe), but in Vista/Windows 7 you have to do it manually. Using netsh, in any form will NOT fix this issue.

      Here is the fix that I discovered when you get the error 11003:
      “http://ttcshelbyville.wordpress.com/2009/09/17/initialization-function-inithelperdll-in-nshhttp-dll-failed-to-start-with-error-code-10107/”

      Basically you are going to delete Winsock and Winsock2 keys from your registry, then delete and re-add TCP/IP. Immediately after I did this, the problem was fixed, no more delay to get to the desktop, and no problems with Internet or otherwise.

      A side note is that the inf file that they ask you to edit is protected in Windows 7, and probably Vista too, and you have to take ownership of it before you can edit it. Simply right click the nettcpip.inf, click properties, security, advanced, and then owner, and set yourself as the owner of that file, also make sure you have full permissions to read and write to the file as well. Those settings can also be found under the security tab.

      *Note, a possible alternative is to simply export the Winsock and Winsock2 keys from another Vista/Windows 7 computer and then import them into the broken computer… I did not try this method, but it may be a lot easier if you have a spare computer around.
